John Mahama has signed the 24-Hour Economy Authority Bill, 2025 into law, marking a major step in the government’s economic transformation agenda.
The president assented to the legislation on Thursday during a brief ceremony held ahead of the 13th Cabinet meeting. Speaking after appending his signature, he described the Bill as one of the administration’s flagship strategies, long anticipated by Ghanaians.
President Mahama noted that the process had taken time due to the need for thorough legal and technical review to ensure the policy was properly grounded in law. He stressed that the focus must now shift from planning to execution.
“The business sector is waiting, Ghanaian investors are waiting, foreign investors are waiting,” he said, adding that stakeholders are eager to see the incentives package that will encourage investment, boost productivity and generate jobs, particularly for young people.
The legislation establishes a 24-Hour Economy Authority as the central body responsible for coordinating and implementing the policy nationwide. The Authority will align public and private sector efforts while addressing infrastructure gaps and regulatory requirements needed to sustain round-the-clock economic activity.
Parliament passed the Bill on February 6 following extensive debate between the Majority and Minority caucuses. It provides the legal framework for the government’s 24-Hour Economy and Accelerated Export Development Programme.
According to the government, the initiative seeks to tackle structural weaknesses in Ghana’s productive sectors, reduce reliance on exporting low-value raw materials, and curb dependence on expensive imported finished and intermediate goods.
The newly created Authority is expected to spearhead reforms across production systems, supply chains, marketing and workforce development, with the broader goal of transitioning Ghana into a fully operational 24-hour economy.
The policy was a central campaign promise of the National Democratic Congress during the 2024 general elections.
