US President Donald Trump has promised to give every adult American a $5,000 payment if Republicans win control of both chambers of Congress in November’s midterm elections.
The proposed payout, which could cost the US government more than $1 trillion, was announced during the Republican Party’s first convention held midway through a presidential term.
Trump provided few details about how the programme would operate or how it would be funded. He said, however, that recipients would be required to spend the money in the United States.
Vice-President JD Vance has linked the proposed payments to revenue generated from tariffs imposed by the Trump administration on imported goods.
The proposal has drawn criticism from Democrats and prompted questions from some analysts over its legality, affordability and feasibility.
With nearly 270 million adults in the United States, a $5,000 payment to each person would cost approximately $1.3 trillion.
Speaking at the Republican convention in Dallas, Texas, Trump said the payment would be issued if his party secured victories in both the House of Representatives and the Senate.
“If the Republicans win the House of Representatives and the United States Senate, both of them, I will issue a dividend to every adult citizen in the United States of America for $5,000,” Trump said.
He also insisted that recipients spend the money domestically rather than abroad.
“We don’t want you going to Canada to spend the money,” he said, adding that the funds should be spent in the United States rather than in countries such as China or Germany.
However, it remains unclear how the government would ensure that the money was spent domestically.
The White House has been asked to provide further details about the proposed programme.
Former Republican strategist and pollster Robert Moran said the pledge should be viewed in the context of the approaching midterm elections, noting that the president’s party historically tends to lose congressional seats during midterm contests.
Trump has previously proposed $2,000 payments funded by tariff revenues, but those payments were never implemented and no federal dividend programme currently exists.
The proposal also comes amid economic concerns in the United States, including rising prices and fluctuations in global energy markets.
Trump has defended his economic policies and argued that short-term economic difficulties could be justified by broader national security objectives.
However, questions remain over whether tariff revenues would be sufficient to finance a $5,000 payment for every adult American and what legislative or legal steps would be required to establish such a programme.
