(VIDEO) Minority Calls for Attorney-General’s Immediate Resignation Over GH¢350m Contingency Fund Directive
Opposition MPs accuse the Attorney-General of issuing an unlawful directive to the Bank of Ghana, concealing ongoing court proceedings from Parliament, and failing to uphold his constitutional obligations.

The Minority in Parliament has called for the immediate resignation of the Attorney-General and Minister for Justice, accusing him of unlawfully directing the Bank of Ghana to release GH¢350 million from the constitutionally protected Contingency Fund, concealing ongoing court garnishee proceedings from Parliament, and failing to uphold his constitutional responsibilities.
Addressing a press conference in Parliament on Wednesday, Deputy Minority Leader Patricia Appiagyei alleged that the Attorney-General had admitted in writing that the Contingency Fund was subject to active garnishee proceedings. Despite this, she said he instructed the Bank of Ghana to release the funds “notwithstanding those proceedings,” relying solely on his legal opinion.

According to the Minority, the Bank of Ghana declined to comply with the directive, describing the order as one that could not be lawfully executed.
The Caucus further argued that the attachment of the Contingency Fund was not an unforeseen development but the result of prolonged inaction. It maintained that the relevant court processes had been duly served and that sufficient legal avenues were available to challenge the garnishee order within the stipulated time. Instead, the Minority alleged, the Attorney-General chose to bypass the courts, failed to inform Parliament of the legal encumbrance on the fund, and now faces potential contempt of court proceedings.
In a strongly worded statement, the Minority said: “An Attorney-General who presides over the attachment of a constitutional fund has failed in diligence. An Attorney-General who conceals that attachment from Parliament has failed in candour. An Attorney-General whose directive is so plainly unlawful that the central bank itself repudiates it has failed in fidelity to the very Constitution he swore to uphold.”
The Minority insisted that the Attorney-General should resign immediately. It further called on the President to remove him from office without delay should he refuse to step down, arguing that such action is necessary to protect the integrity of the Constitution and uphold public confidence in the administration of justice.
