- Suspect remanded and charged under the Cybersecurity Act 2020; case highlights Ghana’s commitment to protecting children online.
In a major joint operation, the Ghana Police Service, Cyber Security Authority (CSA), and National Security have apprehended a 45-year-old pastor accused of the repeated sexual abuse of a minor and the production of child sexual abuse materials.
The Director General of the CID, COP Lydia Yaako Donkor, detailed the arrest during a press conference on Monday, March 9, 2026.
The Suspect and Arrest
The suspect, identified as Ebenezer Kondua, is the head pastor of the Mahanaim Christian Centre in Ankaful, Cape Coast. He was taken into custody during an intelligence-led raid in the early hours of March 6, 2026, in Waraba, a suburb of Iguasi.
Kondua reportedly maintained a deceptive online presence under the profile “Reverend Dr. Kondua,” where he posed as an international marriage counselor and a trained gynecologist.
Details of the Allegations
Investigations suggest the abuse began in August 2021 when the suspect invited a 13-year-old student to his home for “spiritual counseling.” According to COP Donkor, the victim was subjected to a prolonged period of abuse, which the suspect allegedly recorded on his mobile phone.
“In some instances, he forced the survivor to hold up materials, display an adult pornographic website, and state on camera that she was accessible on that platform,” COP Donkor revealed, indicating an intent to distribute the content online.
The case came to light after the survivor confided in her school headmistress, leading to a formal complaint with the Domestic Violence and Victims Support Unit (DOVVSU).
Forensic Evidence Seized
During the raid, authorities recovered a significant amount of digital and physical evidence, which is currently undergoing forensic analysis:
-
Hardware: One laptop, three external hard drives, five pen drives, a tablet, and a mobile phone.
-
Physical Evidence: Electronic vibrators, lubricants, assorted contraceptives, a used pregnancy test, and items of female clothing.
Forensic experts from the CSA have already uncovered evidence of three private pornographic website accounts linked to the suspect’s devices.
Legal Action and Commitment
Following his re-arrest on March 8, Kondua has been charged with possessing indecent images or photographs of a child, falling under Sections 62 and 63 of the Cybersecurity Act 2020 (Act 1038). He remains in custody and is expected back in court on March 27, 2026.
COP Donkor emphasized that this case highlights the government’s resolve to combat Online Child Sexual Exploitation (OCSE), including grooming and “sextortion.” She reaffirmed the CID’s commitment, supported by the Child Protection Digital Forensic Laboratory and partners like UNICEF, to ensure the digital safety of Ghanaian children.
