Mahama Signs Five New Bills into Law

Reforms in Security, Education, Finance, and Mining Mark New Legislative Milestone

President John Dramani Mahama has signed five new bills into law. These are: the Security and Intelligence Agencies Act, 2025; the Growth and Sustainability Levy (Amendment) Act, 2026; the University of Engineering and Agricultural Sciences Act, 2025; the Ghana Deposit Protection (Amendment) Act, 2025; and the Education Regulatory Bodies (Amendment) Act, 2026.

The Security and Intelligence Agencies Act, 2025 introduces key reforms to Ghana’s national security framework. It allows the President to appoint a minister to supervise the National Security Coordinator and eliminates the position of Minister for National Security.

Additionally, the law renames the National Investigations Bureau (NIB) as the Bureau of National Intelligence (BNI).

The Growth and Sustainability Levy (Amendment) Act, 2026 lowers the levy on gold mining companies from 3% to 1%.

The University of Engineering and Agricultural Sciences Act, 2025, championed by Education Minister Haruna Iddrisu, provides for the creation of a new public university, with its main campus located in Bunsu, Eastern Region.

The Ghana Deposit Protection (Amendment) Act, 2025 strengthens the Ghana Deposit Protection Corporation, enhancing its ability to protect depositors from losses if a licensed financial institution fails.

Finally, the Education Regulatory Bodies (Amendment) Act, 2026 mandates that all existing tertiary institutions affiliated with mentoring universities must obtain a charter within six years.
