Muntaka Calls for Probe into GH¢3 Million Transactions Outside GIFMIS

The Minister for the Interior, Mubarak Mohammed Muntaka, has called for a full investigation into financial transactions totaling GH¢3 million that were processed outside the Ghana Integrated Financial Management Information System (GIFMIS).
The issue came to light following findings that the Ministry of the Interior Ghana made payments through the Controller and Accountant-General’s Department without routing them through the required financial management system.
The transactions, which relate to commitments settled in 2024, were identified during a review of payment records and classified as outstanding claims.
Appearing before the Public Accounts Committee (PAC), the Minister emphasized the need for a thorough probe to uncover how the payments bypassed established procedures.
He noted that under normal circumstances, all government payments are expected to pass through GIFMIS before reaching the Controller and Accountant-General’s Department. Any deviation from this process, he suggested, could represent a serious breach of financial regulations.
Muntaka warned that if it is confirmed that payments were processed outside the system, it could amount to misconduct or even criminal activity. He therefore called for a detailed investigation to establish the facts and identify the methods used.
The move comes amid heightened scrutiny of public financial management systems and ongoing efforts to strengthen transparency and accountability in government spending.
