President John Dramani Mahama has urged tenants to report landlords who demand excessive and unlawful rent advances, warning that some property owners are exploiting Ghana’s housing shortage by charging up to two years’ rent upfront.

Speaking during a meeting with Organised Labour at Jubilee House, the President described housing as a major challenge, noting that it consumes a significant share of household income.

He stressed the need for collaboration between government, private developers, and labour groups to develop a comprehensive social housing policy that ensures affordable housing through fair rental systems or accessible mortgage schemes.

President Mahama pointed out that although rent laws restrict advance payments to six months, many landlords and tenants bypass the courts, allowing such illegal practices to persist.

He also referenced successful housing models in other countries, citing Kenya as an example where large-scale social housing projects have provided affordable rental and ownership options, particularly for public sector workers.

Touching on broader economic factors, the President explained that currency instability in recent years made it difficult for many workers to meet mortgage obligations, leading to the loss of homes. He added that efforts are underway to stabilise the cedi, which would help create a more predictable and equitable housing market.

According to him, a stable housing system would enable workers to channel their incomes into mortgage payments rather than high rents, ultimately giving them the opportunity to own their homes.
