The Office of the Special Prosecutor (OSP) has announced plans to arraign eight individuals, including former Finance Minister Ken Ofori-Atta, before the court on Monday, November 24, in connection with the Strategic Mobilisation Limited (SML) scandal.
The move follows the filing of 78 charges against Ofori-Atta and seven others for their alleged roles in the contentious revenue assurance contracts between the Ghana Revenue Authority (GRA) and Strategic Mobilisation Ghana Limited (SML).
According to a post on the OSP’s official Facebook page, the prosecution will also seek court approval to serve the charge sheet on accused individuals currently outside Ghana’s jurisdiction.
The charges encompass corruption and corruption-related offences, including conspiracy to manipulate the procurement process to gain an unfair advantage in the award of contracts. The offences reportedly violate section 23(1) of the Criminal Offences Act, 1960 (Act 29) and section 92(2)(b) of the Public Procurement Act, 2003 (Act 663).
The case, filed at the Criminal Division of the High Court in Accra under case number CR/0106/2026, lists as co-accused former GRA Commissioners-General Dr. Ammishaddai Owusu-Amoah and Emmanuel Kofi Nti, senior GRA officials Isaac Crentsil and Kwadwo Damoa, former Finance Ministry Technical Advisor Ernest Akore, SML owner Evans Adusei, and the company itself.
The arraignment marks a significant step in Ghana’s ongoing effort to address alleged high-level corruption in government procurement contracts.
