Parliament’s Minority Caucus has blocked the passage of the Social Protection Bill, 2025, citing the lack of a constitutionally mandated quorum during proceedings.

The proposed bill aims to establish a Social Protection Fund to finance key social intervention programmes such as the Livelihood Empowerment Against Poverty (LEAP), the Ghana School Feeding Programme, Basic Education Capitation Grants, and National Health Insurance exemptions. It also seeks to strengthen the legal foundation for equitable access to these services, particularly for vulnerable groups.

However, during the bill’s third reading on Wednesday, July 30, First Deputy Minority Whip Habib Iddrisu raised a formal objection, stating that the House did not meet the minimum number of members required to vote on legislation. He urged the Speaker to halt proceedings immediately.

Second Deputy Majority Whip Richard Acheampong expressed disappointment over the objection, calling it an unfair tactic by the Minority.

Due to the disagreement, the session was adjourned without the bill being passed.
