EOCO Explains Arrest of Dennis Miracles Aboagye
Anti-graft agency says former IMCCoD Executive Secretary is being investigated over alleged GH¢55 million financial and procurement irregularities

The Economic and Organised Crime Office (EOCO) has disclosed the reasons behind the arrest of former Executive Secretary of the Inter-Ministerial Coordinating Committee on Decentralization (IMCCoD), Dennis Miracles Aboagye, saying he is under investigation over alleged financial and procurement irregularities involving about GH¢55 million.
In a statement issued on Monday, EOCO said the investigation was initiated following a petition submitted by Mr Aboagye’s successor after a forensic audit covering the period between August 1, 2022, and February 2, 2025.
According to the anti-graft agency, the probe centres on the alleged misappropriation, misapplication, diversion and theft of public funds.
EOCO said Mr Aboagye, together with the former Accountant of IMCCoD, Gerald Appiah, and other individuals, is being investigated for alleged offences including conspiracy to steal, stealing, using public office for personal gain, causing financial loss to the state, dissipation of public funds, defrauding by false pretences and money laundering.
The Office further disclosed that Mr Appiah has voluntarily begun refunding part of the funds linked to the alleged offences, but stressed that the refunds neither end the investigation nor absolve any suspect of criminal liability.
EOCO also clarified that Mr Aboagye had been cooperating with investigators and had previously honoured invitations to assist with the investigation.
According to the statement, new findings from the investigation prompted the Office to place him on a Stop Order to prevent him from leaving Ghana. However, he had already departed before the order was issued.
The agency explained that upon his arrival at the Kotoka International Airport on Saturday night, Immigration officials enforced the Stop Order and handed him over to EOCO on Sunday morning.
Since then, Mr Aboagye has assisted investigators in conducting searches, which the Office said were expected to continue.
EOCO assured the public that Mr Aboagye would be granted bail in accordance with the Constitution and the laws of Ghana.
It also stated that Gerald Appiah is expected to meet his bail conditions and be released while investigations continue.
The anti-corruption agency reaffirmed its commitment to conducting the investigation professionally, impartially and in accordance with the law, while respecting the constitutional rights of all persons involved.
