Former Finance Minister Dr. Amin Adam has taken a swipe at the government’s 24-Hour Economy initiative, describing it as an incoherent policy that has failed to deliver on its lofty promises.

Responding to the 2026 Budget presented by Finance Minister Dr. Cassiel Ato Forson on Friday, November 14, Dr. Adam argued that the much-touted programme lacks a clear strategy and has produced none of the employment gains the government highlighted during its rollout.

He questioned the practicality of the initiative, recalling the government’s claim that a single job would be run in three shifts to create more opportunities. “They promised massive jobs with the 24-Hour Economy—three workers on three shifts for one job. But where is the evidence?” he asked.

According to him, what currently exists is “a confusing blend of policy ideas with no proper implementation plan.”

He added that the very young people who were assured of shift-based employment are still unemployed, while farmers and traders continue to lament low sales and weak demand.
