AG Drops Criminal Case Against Kwabena Duffuor and Seven Others Over uniBank Collapse

The Attorney-General’s Department has officially dropped the criminal prosecution against former Finance Minister Dr. Kwabena Duffuor and seven others in connection with the collapse of uniBank.

Deputy Attorney-General, Dr. Justice Srem-Sai, announced in court on Monday, July 22, that a nolle prosequi had been filed, ending the trial. The move follows what the AG’s office described as the “significant recovery” of public funds lost during the financial sector cleanup.

Dr. Duffuor, the founder of uniBank and former Bank of Ghana Governor, was accused of unlawfully siphoning GHS 663.3 million from the bank. The case, which dates back to 2020, included charges of theft and money laundering and involved other top officials, including ex-BoG Deputy Governor Dr. Johnson Asiama.

According to the Deputy AG, the accused reached a recovery threshold—about 60% of the funds in question—after extensive negotiations with EOCO and other relevant agencies. Based on this, the AG concluded that continuing the prosecution would no longer serve the public interest.

While a nolle prosequi ends active prosecution, it does not amount to an acquittal. The AG’s office clarified that the case could be reopened if new evidence emerges and stressed that this action does not equate to an absence of wrongdoing.

The Attorney-General reaffirmed his office’s dedication to protecting public funds and promoting accountability in all government dealings.
