CAGD Pays Promotion Arrears to 6,079 Teachers

The payments, including arrears dating back to January 1, 2026, were reflected in the September salaries of affected teachers.

The Controller and Accountant-General’s Department (CAGD) says it has processed and paid salary adjustments and promotion-related arrears to 6,079 teachers.

According to CAGD, the payments, including arrears dating back to January 1, 2026, were reflected in the September 2026 salaries of the affected teachers.

The 6,079 cases form part of 58,620 expected cases involving teachers who have been promoted or upgraded by the Ghana Education Service (GES).

CAGD explained that it can only process the salary adjustments after receiving the required documentation from GES, including authorised promotion or change-of-grade forms and the relevant promotion or upgrading letters.

The Department said the documentation is necessary for payroll verification and helps prevent fictitious promotions, unauthorised salary adjustments and other irregular payments.

CAGD noted that a meeting held on August 31 involving the Ministry of Education, GES, teacher unions and the Department resulted in an agreement for GES to submit a master list of promoted teachers, their promotion letters and completed input forms.

The Department said all valid cases submitted by GES have been processed, while outstanding cases are those for which the required documentation has not yet been submitted.

The clarification follows concerns from teacher unions, including GNAT, NAGRAT and PRETAG, over delays in placing promoted teachers on their appropriate salary scales.

CAGD has urged the Ministry of Education, GES, teacher unions and other stakeholders to work together to clear the outstanding cases.

It assured teachers that legitimate promotion-related payments would be processed once the required documents are submitted and successfully validated.
