Fuel Shortages Hit Goil and Star Oil Stations Nationwide as ICUMS Outage Disrupts Petroleum Supply Chain

Several Oil Marketing Companies (OMCs) have reported temporary fuel shortages at their service stations due to operational disruptions at the ports.
State-owned GOIL PLC and private operator Star Oil Ghana attributed the shortage to technical difficulties with the Integrated Customs Management System (ICUMS), which manages tax processing and facilitates the lifting of petroleum products from depots.

GOIL PLC confirmed that the outage, which began on Thursday, has hindered the company from lifting products for nationwide distribution.
“Consequently, some GOIL stations may temporarily run low on products,” the company stated.
Edward Abambire Bawa, Group Chief Executive Officer and Managing Director of GOIL, expressed regret over the inconvenience and assured customers that the company is working with relevant authorities to restore normal supply as quickly as possible.

Star Oil Response
Star Oil Ghana also acknowledged the fuel shortages, emphasizing that the situation is not due to hoarding in anticipation of a price increase.
The company explained that the public holiday on Friday delayed scheduled lifting operations for Saturday, and the GRA ICUMS system remained down, preventing all OMCs from processing the documentation needed to load products.

Star Oil noted that its stations, which usually experience high sales relative to tank capacity, are particularly affected by such disruptions. The technical challenges persisted as of Monday, March 9, 2026, impacting the entire downstream petroleum sector.
The company reassured customers that restocking will resume immediately once the ICUMS system is restored.
