Gender Ministry Prepares Officers To Monitor LEAP Payments Nationwide

The Ministry of Gender, Children and Social Protection has organised a preparatory meeting for officers ahead of a nationwide monitoring exercise to assess the first and second cycles of Livelihood Empowerment Against Poverty (LEAP) cash grant payments.
The exercise, scheduled to run over the next two weeks, will cover LEAP beneficiaries across the country.
The preparatory meeting was designed to equip monitoring officers with the guidance and tools needed for the field exercise, including training on a revised monitoring questionnaire and procedures for handling case-management issues.
Key areas of focus
Among the issues covered during the meeting were beneficiary reassessment and enrolment, payment systems, beneficiary quotas, data quality, payment instruments and grievance management.
Officers were also trained on how to respond to concerns raised by beneficiaries, properly document cases and refer unresolved issues through the appropriate LEAP and Social Welfare structures.
Particular attention was given to payment-card and data-related challenges, including name mismatches, inaccurate beneficiary records and inconsistencies in payment information.
The meeting also highlighted the importance of clear and consistent communication during the monitoring exercise.
Officers were urged to provide beneficiaries with accurate information, manage expectations and refrain from making commitments on matters that require policy-level decisions.
The monitoring teams are expected to use established case-management and Single Window structures to support the resolution and follow-up of cases identified during the exercise.
