GES Orders SHS Heads to Refund Unauthorised Fees Collected From Parents
The Ghana Education Service has warned that school heads who continue collecting unauthorised fees could face administrative sanctions, including removal from office.

The Ghana Education Service (GES) has directed heads of Senior High Schools (SHSs) and Senior High Technical Schools (SHTSs) to immediately stop collecting unauthorised fees and levies from parents and guardians.
The directive follows reports that some school heads have been demanding admission fees, Parent-Teacher Association (PTA) dues and other charges despite the government’s Free Senior High School policy.
In a statement dated September 23, 2026, the GES said no student or parent should be compelled, directly or indirectly, to pay such fees as a condition for admission, enrolment, participation in school activities or access to school services.
The Service has therefore ordered heads of SHS/SHTS to cease the collection of all unauthorised fees with immediate effect.
The GES has also directed school heads who have already collected such fees or levies to refund the money to affected parents and guardians and submit evidence of the refunds to management.
The Service warned that heads who fail to comply with the directive could face administrative sanctions, including removal from office.
Meanwhile, the GES clarified that the collection of PTA dues remains on hold pending the determination of a case currently before the courts.
The Service has urged parents and members of the public to report any instances of unauthorised fee collection for investigation and appropriate action.
