Ghana Receives Tax Modernisation Plan to Expand Revenue Base

Ghana has received a Master Plan for Tax Modernisation aimed at expanding the country’s tax base, improving compliance and strengthening domestic revenue mobilisation as part of efforts to achieve greater fiscal sustainability.

The plan, developed with support from the Korea International Cooperation Agency (KOICA), outlines a series of reforms focused on digitising tax administration, improving taxpayer compliance and strengthening public financial management.

It was formally presented to the Ministry of Finance in Accra by South Korea’s Ambassador to Ghana, Park Kyongsig, who reaffirmed his country’s commitment to supporting Ghana’s public finance reform agenda.

According to a release copied to the Ghana News Agency, the proposed reforms seek to make tax compliance easier through expanded digital services, simplified procedures and improved taxpayer support.

A key feature of the plan is the expansion of the tax net to include more businesses and individuals operating in the informal sector, which accounts for a significant share of economic activity but remains largely outside the formal tax system.

The framework also recommends reforms to income tax and Value Added Tax (VAT) policies, alongside further digitisation of tax administration and the development of a data-driven intelligent tax system.

The measures are expected to boost domestic revenue, improve administrative efficiency and strengthen Ghana’s fiscal position by creating a more modern, transparent and efficient tax administration system.

Ambassador Park Kyongsig said South Korea’s economic development experience demonstrated the importance of efficient and transparent tax administration in promoting sustainable economic growth.
