Police in Wroclaw arrested 28 individuals following violent clashes between Chelsea and Real Betis supporters ahead of the UEFA Europa Conference League final on Wednesday.
The confrontations broke out in the city’s central Market Square during the afternoon, involving hundreds of fans. Authorities responded swiftly, with a heavy police presence quickly restoring order.
Initial reports suggested that a water cannon had been deployed, but Wroclaw City Hall later clarified that while one was on standby as a precaution, it was not used. Officials credited the de-escalation to the “strong and visible presence” of police, including British liaison officers and trained negotiators.
“Thanks to coordinated action, public safety was preserved,” a city statement read. “Order has since been maintained across Wroclaw.”
The match, held at Stadion Wroclaw, drew a full-capacity crowd of 41,000, while an additional 5,500 fans watched from the designated fan zone. An estimated 70,000 supporters, both ticket holders and visitors attending related events, descended on the southwestern Polish city for the final.

In an earlier incident on Tuesday evening, multiple altercations were reported near Solny Square, where riot police used tear gas to disperse fans. The skirmishes, which lasted approximately five minutes, involved thrown chairs and glass bottles. Two additional minor clashes occurred later that evening, causing limited damage but no major injuries. Seven fans were arrested, including four Spanish nationals.
Lower Silesian Police stated: “At this moment, we confirm the arrest of 28 individuals involved in the disturbances. All participants will be held accountable. Police will continue to respond decisively and proportionately to such incidents.”
Polish Prime Minister Donald Tusk weighed in on the violence, posting on social media platform X:
“Zero tolerance for violence on our streets! I thank the police for their decisive actions against the hooligans in Chelsea and Betis shirts in Wroclaw. Be warned: if necessary, police will act even more ruthlessly!”
