Presidency Hosts National College of Defence Studies for Strategic Dialogue and Learning Visit

The Presidency on Thursday, November 27, 2025, welcomed a 40-member delegation from the National College of Defence Studies (NCDS), Course 2–2025, to the Jubilee House as part of the College’s national study tour and experiential learning programme.

The visit, designed to deepen participants’ understanding of executive governance and national security architecture, featured a tour, presentations, and an in-depth dialogue session with senior government officials.

The delegation began with a guided orientation and tour of the Jubilee House, gaining firsthand exposure to the administrative and operational environment of the nation’s seat of government. This was followed by a structured engagement with officials from the Office of the President.

Dr. Abubakari Wayo, Acting Chief Director at the Office of the President, formally welcomed the team and underscored the importance of whole-of-government collaboration in achieving policy coherence and national development.

He emphasized that strong partnerships between security institutions and civilian governance structures are essential for effective policymaking and strategic leadership.

The NCDS delegation leader expressed gratitude for the opportunity, noting that the Presidency remains a vital institution for understanding national power dynamics, strategic decision-making processes, and cross-government coordination.

Presentations delivered by the Cabinet Secretariat and the PPMED Directorate provided detailed insights into Cabinet operations, administrative reforms, and the institutional frameworks that drive executive governance.

A key feature of the visit was an Open Forum held under the Chatham House Rule, enabling frank and constructive discussions on national security issues, defence diplomacy, governance reforms, and the practical challenges of implementing major policy priorities.

Hon. Nana Oye Bampoe Addo, Deputy Chief of Staff (Administration), delivered the keynote address on behalf of the President.

She commended the College for its vital role in preparing Ghana’s future strategic leaders and highlighted the increasing complexity of modern security threats, including cybercrime and transnational criminal networks.

She urged the officers to champion ethical, adaptive, and innovative leadership and reaffirmed government’s commitment to strengthened institutional collaboration, enhanced capacity-building, and the advancement of women in the security sector.

The visit concluded with an exchange of souvenirs, a vote of thanks from an NCDS representative, and a group photograph marking the end of a productive engagement.
