Government to Establish GH¢500 Million Revolving Housing Fund for Teachers
Government partners GNAT and Republic Bank to support teacher home ownership

The government has announced plans to establish a teachers’ housing scheme, committing GH¢500 million this year to a revolving housing fund, with an additional GH¢1 billion expected to be injected next year. The initiative will be implemented in collaboration with the Ghana National Association of Teachers (GNAT).
President John Dramani Mahama made the announcement while addressing the 54th GNAT Delegates Conference at the University of Professional Studies, Accra (UPSA). He explained that the scheme is designed to help teachers transition from renting to home ownership by allowing rent payments to be channelled toward the cost of owning a home.
The President said the housing initiative would be developed in partnership with GNAT and Republic Bank, noting that the GH¢500 million allocation has been captured in the 2026 national budget to support the establishment of the fund.
According to President Mahama, the fund will operate as a revolving facility, supported by contributions from the government, GNAT, Republic Bank and participating teachers. Under the scheme, teachers will be able to apply for housing, which will be constructed in approved locations based on land availability.
He added that the government plans to work with district assemblies across the country to secure land for the housing projects, particularly in areas where teachers are posted.
President Mahama said the operational framework for the housing fund will be finalised within the year, with plans to expand the scheme in 2027 to benefit more teachers nationwide.
