Free Primary Healthcare Policy Reaches 150 Underserved Districts — Ato Forson

The first phase of Ghana’s Free Primary Healthcare Policy is now operational across 150 underserved districts nationwide, Finance Minister Dr. Cassiel Ato Forson announced during the 2026 Mid-Year Budget Review on Thursday, July 23.

First launched in April 2026, the policy aims to guarantee universal access to essential health services regardless of income level or geographic location.
“Government remains committed to ensuring that every Ghanaian has access to quality primary healthcare, regardless of income or location,” Dr. Forson told Parliament. “Following the launch of the Free Primary Healthcare Policy in April 2026, the first phase of implementation is targeting 150 underserved districts across the country.”
Operational Support & Rural Outreach
To strengthen service delivery in target areas, the government has dispatched more than 24,000 pieces of medical equipment to health facilities. The distributed gear focuses on enhancing diagnostic capabilities, emergency response, maternal healthcare, and neonatal care.
Recognizing the mobility challenges faced by healthcare workers in remote regions, the government has also supplied motorbikes, tricycles, and specialized mobile outreach equipment to reach isolated settlements.
Additionally, the ministry has expanded community-based screening initiatives for non-communicable diseases—including hypertension, diabetes, and various cancers—to prioritize early detection and preventive care. Infrastructure projects are also underway, featuring new container-based health posts, localized health kiosks, and upgrades to existing primary health facilities.
