President Mahama Rolls Out Strict Guidelines to Prevent the Misuse of Public Funds for Personal Gifts and Hampers

President John Mahama has introduced a tough new Code of Conduct that strictly prohibits the use of government funds for purchasing hampers or gifts.
The policy, effective immediately from May 5, 2025, is a key element of the administration’s 120-Day Social Contract, designed to restore fiscal discipline and uphold ethical governance.
Under the new guidelines, all government officials, including ministers, CEOs, and institutional heads, are barred from using public funds—whether from the national budget or internally generated revenue—for the purchase of gifts or hampers.
“The Code clearly prohibits the use of government funds, including internal resources, for hampers or gift items, with the sole exception of small tokens to acknowledge staff excellence or retirement,” Mahama clarified.
The only allowable exceptions are for modest gifts celebrating exceptional employee performance or retirement.
